The study evaluated the competence of the police investigators in handling criminal investigation, Cebu Province. The findings were the basis for a proposed action plan. Specifically, the study sought to answer the following sub problems: the profile of the respondents; the level of competence of the respondents in coordination and documentation, and the needs of the respondents to enhance their competence.
The descriptive correlation method of research was used in this study utilizing a questionnaire. The respondents were grouped into two, the uniformed and non-uniformed respondents. The uniformed respondents are composed of first responders, chiefs of police, SOCO personnel while the non-uniformed respondents were the barangay officials of Cebu province. The two groups of the respondents province wide had total population of 256. There were 206 members of the uniformed personnel, while 50 were non-uniformed personnel who served as respondents.
The results revealed that, among the needs of the respondents to enhance competence, communication equipment was ranked number 1, followed by investigative equipment and mandatory training and eligibility of police investigators.
For coordination, the highest mean was that first responders’ cordon off the area and secures the crime scene with a police line or whatever available material like ropes, straws or human as barricade to preserve its integrity. While for documentation, the highest mean was the indicator where that all collected evidence released upon order of the court or prosecutor.
It was found that being a proficient police investigator, there are factors to be considered: inadequate technical training; poor financial support and having obsolete communication facilities can be a setback. Eventually, what they need is support within the Philippine National Police as an organization and from their stakeholders who can shoulder some of essential resources.
